The content of this post was last edited on 7/2020. Shortly after, it was revealed that Pasco County Sheriffs were using some of the techniques described in this post. Let me start by explicitly defining two principles when dealing with this topic: 1. Nothing ever gets better during this phase of civilization. 2. The only thing as dangerous as a cornered beast is a hungry one. In my previous post titled "The quantum nature of law", I explained some of the many problems with the entire judicial branch of the United States. Some of those problems are obvious, such as the difference between written and practiced law, or the fact that it's impossible for judges and enforcers to self-enforce. Most of those problems are obfuscated (interpretation, everyone's a criminal until they go to trial, etc) The current (as of 06/2020 and 07/2020) soft brain solution to the entire mess of the judicial branch is to hurt the enforcers by defunding their organizations. This makes a hungry beast. To anyone familiar with Marxist Russia, you will know that creating a dog-eat-dog environment within any armed force inevitably creates an environment where the fastest way to promotion is by exposing or entrapping a superior. Law enforcement within the United State has a similar environment, in which the easiest way to promotion is to increase the number of people you incarcerate or charge with a crime. Police at all levels of government will adapt to their new environment of decreasing budgets, increasing numbers of laws, and less employees. So let's take a look at the future of police-less policing, but please remember that the basis for everything I'm about to describe already exists, and is currently in use within the United States. In this new era of no-police there will be a new, or multiple new "socially concious" organizations for keeping the peace. One of those organizations will be Civil Protection. The duty of Civil Protection will be to ensure that violent people are prevented from becoming violent with useful citizens. A model of enforcement will be as follows: 1. Use existing private and government databases to build identify socially unacceptable behavior. Methods such as parallel construction and social network analysis will allow Civil Protection to skirt any potential legal limitations. Do they have a mental illness? Do they have abnormal political affiliations? Do they have an abnormal hobby? Do they like foreign entertainment or cultures? Does any member of their family have a criminal record? Did they have problems in school? Did they complete a bachelor program? 2. Conduct a basic cost benefit analysis on any citizen that exhibits abnormal behavior. If a raid costs (political or financial) less than what Civil Protection can gain through civil asset forfieture, property seizure stemming from failing to pay property taxes, or publicity, then the target is raided. Can we expose their "ist" behavior and paint ourselves as champions of equality? Can we seize their assets through civil asset forfeiture? Can we get them fired so we can re-distribute their property to a developer? Do they own something we need? Can we convince the public that they were part of a terrorist netowrk? 3. Civil Protection negotiates how to split the proceeds with a Private Military Corporation, Federal Agencies, or both, then distributes the data on abnormal citizens to the participating raiders. 4. The participating raiders would then lobby for more decriminalization so that more matters are handled in civil court, where they can make more money through civil asset forfieture, property seizure, and civil contempt of court. The most recent soft brain solution as of 07/2020 is to require enforcers to carry personal liability insurance. This makes a cornered beast. https://nypost.com/2020/07/07/bill-would-require-ny-cops-to-have-insurance-for-liability-suits/ Police will become more insular and protective if they're required to be insured. This behavior has already been demonstrated by mysteriously vanishing or completely absent bodycam footage. https://www.forbes.com/sites/mattperez/2020/06/01/louisville-police-chief-fired-over-fatal-shooting-no-body-camera-footage-found/#774661341ec4 The real problem is that law enforcers have too many teeth and no control. To borrow from the metaphors provided by the current military and law enforment leaders, all law enforcers are pitbulls that believe they're sheep dogs. They're easy to excite, quick to aggress, and don't let go once they've bitten something. Some naysayers amongst you will say the common phrase, "It's not the breed, it's the owner!" which has been well debunked, and doesn't detract from this metaphor in any way. Other naysayers amongst you will say that, "not all police are bad", or "there's just a few bad apples". There may be one good enforcer in the bunch, but they pay union dues which are used to defend the corruption all while they keep their heads down to protect their pensions. This same behavior was so hated by the government that RICO was signed into law. The only solution is to remove some teeth and rein them in. http://www.medpartnership.com/index.php/owners-urged-to-keep-dogs-under-control-after-costly-attacks-on-sheep/ The Real Solution tm: Goals: Remove incentives to exploit from all levels of government Force the police to evolve from law enforcers to keepers of the peace Forment an environment in which officers will face lynch mobs as retribution without a gang of fellow officers as support Create an environment which enhances self reliance, personal responsibility, and community involvement action item list: Written law must be practiced as it's written by all enforcers instead of the now common "case law" enforcement. - language derrived from papers surrounding the consitution, initial bill of rights, and declaration of america - no longer use "legal english" https://en.wikipedia.org/wiki/Legal_English - case law must pass through legislation to be enforcible local police must live in the neighborhood they patrol, and their domicile must be known to the neighborhood. all enforcers must wear multiple cameras with remote recording to multiple locations and organizations with no ties to the judicial branch Why can't a single government agency manage this if brenton tarrant can do it with relatively limited funds? police obfuscation of footage would be treated as destruction of evidence, with a mandatory 10 year imprisonment Personal assets cannot be seized or witheld for criminal or civil offenses. - If access to personal assets can sway the legal system, then the legal system is undeniably controlled by the rich, and therefore ultimately corrupt. Planting contraband or tampering with evidence would result in a mandatory 10 year imprisonment - ruining someone's livelyhood or business is no different than killing them Dispatch controlled remote lockboxes for firearms dispatch officer would monitor remote officer's video stream, and release firearms if the situation requires - there is a myth that the police protect innocent people, when in reality the police are more likely to clean up after a crime than stop it in progress - the average police response time in the US is somewhere between 3 and 15 minutes, what someone does on their own to protect themselves is more important than an officer's easy access to a firearm https://www.liveleak.com/view?t=sV0tf_1594523516 improper release of firearms would result in manditory life imprisonment - block wars shouldn't be handled by peace keepers, otherwise they'll morph into blue helmets, who are known to be as corrupt as the current police. That's what the national guard is for. https://en.wikipedia.org/wiki/Child_sexual_abuse_by_UN_peacekeepers https://www.nytimes.com/1985/05/14/us/police-drop-bomb-on-radicals-home-in-philadelphia.html https://mashable.com/2016/01/10/1985-move-bombing/ Improper use of less-lethal weapons would result in manditory life imprisonment - no different than murder https://www.invidio.us/watch?v=D9IdKylinGg https://en.wikipedia.org/wiki/Rubber_bullet All enforcer related trials would consist of a jury selected by the community affected by the enforcer's actions, with the judge's hands tied as to the fate of the enforcer whether they be judge or police. All law enforcers treat an attack on one as an attack on all. Why should they be treated differently? https://www.invidio.us/watch?v=oQ4e7xF5Aos Furthermore, how can a corruptable organization be trusted to punish or reward itself? - community accountability without a middle-man - local police -> neighborhood jury - county police -> county jury - state police -> state jury All information must be expunged from criminal databases after a prison or jail sentence is served If the goal of imprisonment is to contain, then why are they allowed freedom? If the goal of imprisonment is to reform, then why are ex-inmates treated differently after they're released? Why should the common man's rights be infringed upon when the government fails to fufill it's intended purpose? Violent criminals would be more likely to be killed by good samaritans than imprisoned. - self defense preferable than state intervension Ex-criminals would no longer be revenue streams for prison slavers. "Second Chances" would be up to the jury instead of bureaucrats. The ability to use and maintain databases of personal information turns the entire country into a massive open-air prison where every citizen is an inmate. All legislation outside of constitutional amendments must feature non-negotiable expiration dates (terms). - legislation is easy to pass, but difficult to repeal. - There is currently incentive for police to lobby against legislation from being repealed because it removes teeth which they can use against citizens. - There is currently incentive for prison companies to lobby against legislation from being repealed because it removes current and future revenue streams. "decriminalization" has replaced the process of repealing legislation - If it's decriminalized, then the law becomes a civil matter. Civil matters are dealt with in civil court, which someone pays the government to attend. - Furthermore, that civil matter could land you in jail on rotating bench warrants for civil contempt of court charges. https://www.bloomberg.com/news/articles/2013-08-26/jail-becomes-home-for-husband-stuck-with-lifetime-alimony Upon expiring, legislation needs more than 75% voter approval to be renewed for another term. There cannot be more than 20 pieces of legislation per ballot, and no more than two ballots per year per state. Constitutional amendments cannot revoke rights of people (organizations are not people). No: The production and distribution of Alcohol shall be prohibited Yes: All citizens of fighting age must be trained to defend the state No: Violent acts of self defense shall not be permitted in public places Yes: Corporate groups may not stockpile firearms Constitutional amendments cannot be used to impose taxes, fees, or any other exploitation upon the people. No: You must donate 10 dollars per year No: You must pay 10% of your income in taxes No: Repair 10 feet of road per year No: Police need more cars. Pay 100 dollars per year to the state. All this talk is pointless because any meaningful reform will never take place without significant social upheavel. The one truth is that civility and civilization are both byproducts of force. A singular entity cannot force people to be civil, but a people can force themselves to become civil. Civilizations collapse when their Founding Nations relinquish law and it's enforcement to someone or something other than themselves. https://www.invidio.us/watch?v=9J2lRF7roCY
